    Users should perform these commands to stop high CPU usage from Windows Modules Installer Worker. Wait until all updates conclude then run the Windows Update Troubleshooter (Settings > Update & Security) and check for updates manually followed by restarting the Windows Update service (services.msc). When the problem continues you should clean the update cache located at C:\Windows\SoftwareDistribution then execute sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth commands followed by changing Windows Update to run manually through services.msc. Driver updates together with system restore should be used as the last way to resolve the issue.
